I have noticed that after the New Jersey Lottery Director Carole Hedinger retired she left good luck behind for her State. She retired Dec. 31, 2017. 

  Richard Wahl 47 won on April 13, 2018, the record amount of $533,000,000.00

 Tayeb Souami won on June 8, 2018, the amount of $315,300,000.00

 I believe that one can recognize excellent leadership after the leader has left. 

 And vice versa.
