Trying to reboot my computer, or reset!

Computer crashed.
Had windows 8, went to 10 for free, it crashed on the upgrade.
Went back to 8, it worked just fine, then, "A Virus".
Trying to factory reset, back to 8.
No luck.
Tired of looking at this screen cycling for hours, I guess it's just not going to boot up.
Time to get the
