Dysfunction breeds DYSFUNCTION

Thanks Eddessa. I remember many years ago when the US had an issue with trash strewn on the highways, tossed out car windows. There was a campaign coupled with fines for littering and the highways were cleaned up. I believe other lesser developed countries don't have the same emphasis on discarded trash being properly disposed which puts a great burden on states, cities and municipalities to clean up the litter.

Yes this was in Mexico but I hope people take note.
