Is there a law that says any State, city, town or municipality is exempt from taking illegal or legal immigrants? If not they are all eligible to take them.
Do any of the above I mentioned have the housing and the resources to absorb a large number of immigrants at one time?
The United States as a whole is not a refugee camp.

Our internal national immigration mechanisms cannot handle mass processing, vetting, and non chaotic appropriate social absorption - too many = potential change of national character as currently in Europe.
