Should it have been like this all along? Wouldn't this be similar to what law enforcement does in ascertaining whether someone really needs assistance or whether a law is being broken?

Follow the law and rule books Trump can get a lot done. All the laws that have been passed since this country began there must be something in the law to geterdone.
