Heartbreaking and tragic. Although drug abuse is the culprit, mental illness is just as much. Whatever happened to state hospitals? Do they even exist? Who is caring or housing these sick individuals?

Thanks Lejardin. I really liked description of services provided in Rhode Island. Rehab or go to prison. Mandatory compliance. Seal the border to keep drugs out, then get tough on addicts who break the law.
