Yep,
The Democrats plan in the Senate was to bog down the Senate with witnesses to prevent the Senate from confirming more judges and possibly another Supreme Court nominee up to the end of the year. Also to prevent Trump from cleaning house.

McConnel's statement today about bogging down the Senate confirmed my suspicions.
