What does it mean? You take all 1000 combinations for Pick 3, Fl, and remove all combinations that have number 1 or 2 or both in them. You choose your combinations among the rest. You can use your own system then , only among  leftover combinations.  That makes odds more favorable, not 1 in 1000, but 1 in 800 and even better if your own trends and patterns work.
