Voter ID now. When the state pays the cost it does not disenfranchise anyone. ID's are required for everything else so it should be also required to vote. I would also suggest stiffer penalties for committing voter fraud.

Voter ID would eliminate at the very least 2-3 million voters from the Democrat base.

If voter ID was in place for the 2016 election, President Trump would have easily beaten Hillary in the popular vote and the electoral numbers would have presented an absolutely overwhelming landslide victory.
