If joe biden went down to the county in NY state to apply for a pistol, they would tell him he is not competent to hold a gun permit in NY! And if you do not know what year it is, a gun dealer will not sell you one anywhere. If you look weird when you go to buy a firearm, they will not sell you one. What makes you think someone who is not competent to buy a firearm can be the commander in chief? Not being lucid means not being able to sign a contract. If the government does not enforce the rules, someone will be jailed.
