  When you read the California's Lottery Jackpot Winner's Handbook on the website, calottery.com  You may notice that the only facts you are required to give is your name, city, amount won and whether you chose the Lump Sum or the Annuity. If you read between the lines and see what is not there is... you have every right to say No to volunteering additional information. They cannot force you to talk by withholding your prize.

 They cannot legally release any other information that you write down on the Claim Form, the Jackpot Election Claim Form, nor the W-2G papers. 

 They will appreciate courteous chit chat about nothing but it will help them in their daily work.

Now about doing the Media Availability and Photo Celebrity. There are so many past winners that have set precedents that give you the right to say NO to these as well. Good Luck and Enjoy your winnings with some privacy.
Also, the store where you purchased the winning ticket is made public. The owners are usually excited about winning $1,000,000.00
