Too much evidence points to who they are.
File appropriate charges.

Thanks JAP. Round up leaders charge with max charges that can stick. Same with minions. When they start realizing this is not elementary school play stuff then that will hopefully stop it.

If either your or I were involved, we'd already be convicted and living out our sentences.
