Pelosi is pushing for this to be in the news cycle to shut down the Supreme Court nomination hot debate going on.

Trump and McConnel have the upper hand in the Supreme Court nomination right now. Pelosi wants to put the White House at a disadvantage with this Monday morning budget release right after RBGs death.
