Read the article and it's not exactly how that young lady explained. She made it sound like colleges would overlook her abilities because transgender athletes ran faster.

The NCAA Board of Governors has a long standing policy:

"Our approach — which requires testosterone suppression treatment for transgender women to compete in women’s sports — embraces the evolving science on this issue and is anchored in participation policies of both the International Olympic Committee and the U.S. Olympic and Paralympic Committee."'

Her real problem is with her state athletics and the event organizers that don't follow the Olympic guidelines and allow males to compete as females. By having the fastest "girls time" in her event might not be fast enough to qualify for a top notch college to give her a full scholarship regardless if "males" are running faster.

The rules were changed so girls could play Little League Baseball in 1974 so this might be another example of "being careful what you wish for".
