Should we blame the baby formula shortage on the pandemic?

Or should we blame the President?
A couple months ago grocery shopping at Walmart noticed a section with locked glass cases similar to where they place phones and other high priced items. Was surprised that it was baby formula but not now because of the shortage. Read where part of the problem is selling formula isn't very profitable and they only make enough to supply the size of the market. Apparently because of the pandemic, the market is much higher than projected.
Don't know if the formula people are price gouging like the oil companies, but the cost of living is going out of sight.

It's like him and his followers live in another dimension. What was his significance of adding "just as I'm coming on the stage" and "In 18 months in Afghanistan, we lost nobody"? Did he forget he was President for 48 months and Buffalo isn't in Afghanistan?
Many people like Trump suffer from attention deficit hyperactivity disorder, but he was making decisions that effected 332,403,650 Americans. That's why it was very important for him to add "just as I'm coming on the stage". It still didn't stop him from quickly changing his point to something unrelated.
Even W. Bush wasn't stupid enough to say, "I heard about a plane hitting one of the twin towers just as I was getting ready to read "My Pet Goat" and then when on to talk about Hurricane Michelle not doing much damage in the U.S. The "Trump speak" understanding Kool-Aid drinkers are in the minority of the Republican Party and will make the elections interesting.
