He should move to California and he wouldn't need that bowl for a toilet.
In California, you can just take a dump on the sidewalk or the beach or wherever you are at any given time. And it's perfectly legal, everybody does it out there.

But it is such a shame, as CA's God given gift of natual beauty still remains unchanged, however the people have radically changed along with its decaying outworn Marxist filthy philosophies :-(
