15+ Years ago we had a pool at work between 7 or 8 of us.  Rules were simple, bring a ticket, copies were made for all, you are in. You don't bring a ticket/forgot to buy one, you get nothing. Advanced draw tickets were fine to cover you in case you were "out sick" or on a day off/vacation. A copy of the tickets was saved for you in case of you not being at work.  If we won over a $100 then we would split it up. Smaller amounts were put towards extra tickets for the next draw. A claimer, non jackpot, was also agreed upon depending on the size. No arguments were ever started and no issues ever developed.
