Is that to prevent seeing the destruction of man made objects ?  Keep looters or lookie-loos out ?? Where's the snoopers with the drones ?  That is a strange one, for sure.

With all the black plastic going up, people can't get to their homes to take photos for insurance claims. And now FEMA doesn't want people taking video of the damage.
