The day that Stumbles took office, the average fuel price was at $2.39/gal. That was up from the election when the price was down to $1.99 - 2.09/gal. That particular number came from the administration itself on the day he was sworn in.  I haven't seen 2.39 in over 2 years. I haven't seen it under $3 in over a year. Premium fuel is over $4/gal here locally, somewhere at $4.15/gal depending on where you shop....
