Where exactly does the article suggest that? Sounds to me like you should work on your reading comprehension skills. Or maybe you just never bothered to read it at all.

Because I found this paragraph. Vera moved to Minneapolis with her parents from their arrival point in Mexico when she was four. She is a legal resident alien and authorized to work, but is not a U.S. citizen.
