Sounds like they are understaffed for counting mail in ballots.
to vote in person It takes several minutes for me to sign in at the table, walk over to the voting booth, mark my ballot, receive my printed ballot & walk over to the counting machine with my ballot. My polling station has enough voting booths to handle the population in that polling district.

I don't think it should take several minutes to open 2 envelopes and unfold and refold a ballot a couple of times. If it is such a problem get rid of them.
I will be voting early and in person.
Just in case the "storm of the century" or a "cyber attack" of some kind from Russia, China, or Iran, just so happens to hit and completely knocks out the power grid right before the polls open Nov 5 and, by some amazingly freak happenstance or strange "coincedence," only seems to effect predominately republican areas in just certain red states.
