I think most of this is money laundering, paying off witnesses, Lawyers, Judges, DA's , Protesters, family members. One slush fund after another.

Makes you wonder if this is just the tip of the iceburg of what's in those 1,500 plus page spending bills that nobody reads because they all want to get out of DC before Christmas and they only have 2 days to vote on it.
