It's not the ridiculous titles, it's that they thought, "That sounds like a great idea, lets do that" and then the bills with those titles got passed without anyone asking, "You want how much money to do WHAT?"

Now I can see how easy it would be turn rats into alcoholics. Just keep putting a little beer or wine in their water in ever increasing amounts or mix into their food.
But how the heck did they get the bobcat pee? Did they follow them around in the woods with a jar? Did the go to the local zoo and say, Hey, we need a gallon of fresh bobcat piss? And how did they get the bobcats to go in the jar without the bobcats tearing the heck out of them? And finally, why would you want to turn rats into alcoholics and spray them with bobcat pee in the first place? Did anyone ask the rats what they thought of the idea?
