Stealing Geranium Petals

I live in a townhouse in a condo complex. We have a little 4' X 8' patio that I feebly decorate with a potted geranium every year.
Just now my son asked me, "What the hell is this woman doing on our patio?"
Lo and behold it was my neighbor picking flower petals off of my plant. Before I could get to the door she scurried away.
My conundrum is this...should I go knock on her door and ask for my geranium petals back or lend her a few bucks for packaged potpourri from the store?
One of the oddest things I've ever seen. At any rate, it's provided us with some laughs.

One year, I looked out the front window and there is a woman and a couple of kids in the front yard. I can't quite figure out what they were doing - so I opened the front door and asked "what are you doing?"
Startled her. She was picking up pine cones to decorate. She said she was so embarassed and I have never seen her again. I told her she could have all she wanted - basically, if she doesn't pick them up, I have to. But she never came around again. Don't know what street she lives on but somewhere in the neighborhood.
I do think what that woman is doing is very strange and, if it's on your property, it's stealing, although I've never seen a similar case make it to the Supreme Court. :-) My other neighbor thought I might be taking tomatoes and I told him it was probably raccoons. I would never take anything from a person's garden without asking first. (Actually, I probably wouldn't ask.)
