When a state puts a sales tax into affect that is the same as a tariff.
Shoppers will look to other avenues to purchase their items to avoid the sales tax.
You have the case where shoppers were buying products online from out of state to avoid the tax. Then the state started b!tching about it.

If an American manufacturer ships his product from the state manufactured in to a state with a sales tax that is a tariff that is placed on the residents of the sales taxed state.
