For years and years when new spending was added to the budget they always said it was a small amount compared to the size of the budget.
All those small percentages added up to billions and billions over time.
About time they started putting budget items under the microscope.

Thanks JAP. They always added programs and never stopped old ones. Easy to spend when there's no accountability.
