Here's how it works in the senate. It takes a 3/5 majority to pass the CR, that's 60 votes.  There are 53 R's, 45 D's, and 2 Ind's that caucus with the D's. So if all 53 R's were to vote for it, they would still need 7 more D and or Ind votes to pass it to end the shut down. As long as the D's and Ind's refuse to cooperate to pass the CR, the gov't will remain shut down. Like it or not it's all on the D's. They own it.
