It's not the banks fault she fell for the scam. She should have called the bank herself to verify it at the first email saying her account was in trouble.
When family gets up in age and starts having memory problems, a nearby close family member needs to start helping or monitoring the person's finances and or bills. Unfortunately her niece didn't seem to be very involved.
