When I lived in upstate NY years ago I never heard of this panic buying trend. During winter months we stocked in enough supplies to last until the roads were clear.
The highway Department was out as soon as a storm hit.

Below the snow belt many states do not have enough equipment for road clearing.

What to people do? Buy their supplies on a daily basis.
We buy enough supplies to last at least two weeks or more. Then we have supplies left from previous purchases.

JAP  Grew up on LI in the 60's. Not as much snow as upstate. I think we had like 3 maybe 4 snow days from K thru 12 grade.
