I recall an earlier story about Vegas tightening their payouts because they only wanted higher rollers and didn't want to deal with people that only brought a couple few grand with them.
Besides there are fees for charging fees everywhere you go there on top of all the fines and penalties.
If you bring a grand or two you will have most likely spent that all on fees by the time you even get into the tighter casinos
