False advertising

I just saw that a lucky woman won a million on a $5 scratcher. She decided to take the lump sum and ended up with roughly 600K.
First off, there are only (4) million dollar prizes for that scratch off game and after her win, only two are left. How lucky is that? The state is so huge and you just happen to get one of the four. Congratulations to her.
When I was heavy into scratching the dream was the top prize but I knew it was not realistic. I wasn't actually scratching for the top prize because I knew that scratchers are all about location and timing and supreme luck. We have no idea where the top prizes land. You have to be lucky enough to be in the right city and the right store at the right time. This is why I never buy all my scratch offs at the same store. Because the winner can be anywhere so you have to mix it up. I mean yes technically you can win by going to the same store every day but the odds are better fanning out in your city. Or doing a road trip and getting tickets along the way.
So anyways, when I scratched I was scratching for $100 to $10K because there were more of those available than the big ones. I can't imagine though scanning a scratch and seeing $1,000,000 pop up from a $5 scratcher. Or scratching a scratch and seeing your number match the winning number and you see $1,000,000 under it.
Turning $5 into a million dollars wow but? It's not a million, it's 600K, obviously that's still awesome but it's not a million.
If I worked at the lottery I'd change it so that if you advertise a million dollar jackpot then a million dollars is what you actually get deposited. So I guess the top prize would be something like 1.5 something million so that after all taxes paid and reserved, the winner actually gets a million dollars and becomes an actual millionaire, even if only only lasts a few days or weeks or months depending on what your balance was like before. Give more people the feeling of being millionaires however fleeting.
They always advertise how many new millionaires were made each month but most of them did not actually become millionaires they became 600Konaires.
