Under "Results" at the top of the page, go to "State Lottery Report Card" to determine which states are using ball drops to pick jackpots. Those states usually have a pool of ballsets they randomly choose daily to draw from. Some states also have Pick 4 drawings and in the case of Georgia they use the same pool of ballsets used for Pick 3, for the Pick 4 drawings also. All done to keep things as random as possible.

Anyone's predictions are their best effort to choose from trends they believe are likely but not guaranteed to hit. In the event of an intuitive number predictor they're producing their best estimation but those estimations depend on how far ahead in time someone is seeing probable events. Hope that helps. :)
