My bad i made a mistake..YOu don't need a Pick3/0-9 like in the USA, what you need is a combination PIck3, a Pick3/19 or PIck3/20 that pays 400 dollars...That's the best option...
If you do choose the regular permutation pick3/0-9 then MAKE SURE, GOD DAMN MAKE SURE, that you pay for having the first 2 numbers "Straight" or the last 2 numbers straight...

What i've realized also that you need is you need something like the STOCK MARKET but for the poor that will cost really cheap....Something that will cost 25 cents to 50 cents to do it...Again not everyone needs this, only certain regions/countries...Each country approach is unique...A stock market that will be like a Pick2....I was thinking in something that pays 400 dollars but that the maximum you can win daily is 2,000 dollars....A system like that but don't know how it will work....

I also realized something, if you want to make your population hook on lottery you must create a pick2...make them be hooked on pick2 and then they may fetch to other bigger games...

But remember if you are going to make your population hook on the lottery which you must do, you must have very good management of the money, proper management of the money recaudada...

Once your population gets to 30 million then you can begin getting casinos...

You need to create a lotto stock market but for the poor and a welfare system...Something like insurance i don't know how it will work, where people get wellfare if they lose their jobs after 3 years working or something deducted from their paycheck...Now that's for the people that are working for the people that are not working, i am sure you can select money from the presupuesto like a large sum of money, place it in the bank and let the interest pay people a monthly salary of who knows 100 dollars or 200 dollars for been out of work, of course the people without a job will get less than the people that had a job but lost it...

the father takes care of the house and the mother takes care of the kid, tell me how hard is it to buy milk and pampers and this is taking into account that the father works and the mother doesn't or have a little camaroncito...If both work then the kid willl be set for life with his nice house and car...

And then the government provides some kind of assistance programs for kids, like with clothes or milk specially for dads that had kids with more than 1 wife/girlfriend...
LIke with clothes, do you know how many pair of jeans does a kid need?5 every 3 years...So if the government pays for 3 of them every 3 years...Or a pair of sneakers, you know kids don't need expensive sneakers unless the parent had a lot of money to afford it...

i forgot to mention that kid's clothes are not that expensive...Specially if you have stores like in Panama city [la ciudad y avenida central, kind of like Walmart]....

i'll like for this to work for everybody, but it can't work for everybody...Well it can work for everybody in the population but i don't think it will be stable..The reason is everyone will have a house, i think the house market will crash which is a major part of the cycle and there will not be money to lend affecting the rich...The best thing you can do is let this work for the most needed [LO MAS NECESITADOS] or for people that have very large families...Anyways please have the movie Red Planet and Lost in Space in mind, live those movies...

Basically in 10 years every family of the 40 million people will receive $250-$300 dollars per month for 20 years or for the rest of their lives. Nice way to cure hunger and extreme, poverty in a country with 40 million people. But it only accounts if the population remains constant.
