Starting from the 8 at top left go clockwise 8 skip one and use next two the 9 and 8 (898) . Next use the 0 , skip the 9 and use 87 (087) . Next use the 9 and skip the 8 , use the next two 973 . do that around to the 1 and end up with 109.

Then do the same counterclockwise. Start at the 8 and skip the 1 , use the 23 (823) and do that back to the 0 on top . Skip the 8 and use 12 (812). The end result is :

898 087 973 318 109 823 137 278 389 808 901 012
