Here is some last year drawings from the state of Georgia's Pick5/39 and how you can view it as a permutation Pick5...Once you see how you can view a combination Pick5/39 game as a permutation Pick5 game, then you will be able to see how you can view a permutation Pick4 game as a combination Pick4/40 game...

Here are the Georgia drawings Pick5/39...I am only going to mention a few...

Now let me get a permutation Pick4 drawing and show you how you can convert them into combination Pick4/40 game....i say this because for some of you, including me, is better if you look at combination numbers instead of permutation numbers....

Is actually more like a combination numbers Pick4/30 or Pick4/20 or Pick4/25....How you get the combination numbers? You take the permutation numbers and you simply add them and think of it as a combination game...Add the permutation numbers thinking is a combination game...

And suppose you add the "XXX" System that is in my blog to this system...But remember that you are going to need a custom made software like rentacoder.com to look at the numbers from permutation numbers to combination numbers and viceversa...
