You then take the 8 billion place it in the bank at: 6% it should be: 480 million dollars comming to you every single year....Out of those 480 million dollars coming to you every year you take 1 year and offer it to whoever comes up with the best Engine Pump the size of an Airplane engine design and he/she is rewarded 400 million dollars....the 80 million you use it for whatever you see it fit...

With the 7 billion dollars coming to you EVERY DARN YEAR you take it to construct the network of pipes that are going to sprinkle the desert...every year...But since is going to be a while before someone comes up with the Airplane Engine Pump what you do is you take the 7 billion that you get every year and place it back in the bank and you will be earning 420 million dollars extra...For the mean time while the Best Airplane Engine Pump design is created....
