Listen HAWAII, i was looking at your population: YOU ARE NOT ALABAMA, YOU ARE NOT MISSISSIPPI, you NEED a Pick3 & Pick4 lottery....YOU NEED IT...Something that will attract tourists...For instance, if: Pick3 & Pick4 is the only lottery, the aggreggate money or maximum jackpot on 1 ticket betted multiple times that someone can claim winning Pick3/Pick4 will be larger...

I was going to tell you to create a horse racing but since you are an island, did you know that can simulate a horse racing betting by making the Pick3 bouncing balls bigger and the container smaller and you bet a little more like in horse racing...Whatever you do PLEASE realize something...YOU ARE NOT OHIO, or ALABAMA or a lot of states: YOU NEEEEEED A PICK3 & PICK4 LOTTERY...Give Alabama 2 more years and it will have: 5 million people...YOU DONT HAVE THAT...YOU CAN NOT GIVE YOURSELF THAT LUXURY...
