well, i just learned that a horse racing, or car racing stadium, cycling racing stadium, costs less for operational cost than creating or operating a lottery or lottery advertisement..just please dont allow smoking...and create: 10 of them: 0-9....Where 5, 6 and 7 are selected as winners...i think you will need to create: 40 cars or 40 horses, or 40 bicycles....Also, i dont know how much does a car racing stadium cost, but you could use: Nascar and grand prix...And use the first: 5, 6 or 7 first cars that win and before the race you assigned every car a number from 0-9...Save yourself: 100 Million dollars or 50 Million dollars for the mean time, until you pick up money...And you just televised the result 3 hours later or whatever...you can do it with motorcycles, ect, for the mean time...

And because you are saving yourself advertisement money and operation money you can lower the prize of a each ticket or: pay more for the prizes or create an 2nd or 3rd or 4th or 5th additional tier prizes payout for the game...

why??? because you are not spending on operations or advertisements.....Well maybe on advertisements but not on operations...And all you need to do is advertise on newspapers and magazines...Cut internet and billboard and tv advertisement and you save yourself money....OR INSTEAD OF PAYING: $200 MILLION FOR THE CAR RACING STADIUM with that money, buy a channel and you can advertise all you want, show movies and all but the comercial is horse racing...and because is a channel you can make aggreements with other channels you show comercial of horse racing or car racing in their channels and they show comercials in your channel....that way you are advertising more but you are not paying for it, reaching more people...

i´ll give you another example...I am sure, Myspace or facebook will be happy to advertise in your channel and a whole lot of internet sites, you do it and in turn you advertise in their network/websites...Not just that, i know there is a LOT OF SHOWS who will pay to come on your channel...You use that money to: advertise the horse racing or cycling racing betting or car racing betting or to give more tiers prizes payouts for the game of horse racing or car racing...
