selecting one single digit for the next draw

i;am i alone in trying to figuring out this topic mentioned above? possible not, but there aint much w/o or so called methods explainy this.

example if i have 0 as the last draw then i count down 9-8-7-6 one of those is the right digit for the next draw.

WHICH ONE?
