Well china why dont you create a Chinese Pick2 where what people win is a week or month supply of CLEAN FUEL THAT IS NOT HARMFUL TO THE ENVIRONMENT, NOT PETROLEUM...
You can not create a Petroleum Pick2, you are going to suck up all the petroleum from the world petroleum reserves...
Do not create a global petroleum pick3 create it for a clean fuel that is not harmful to the environment pick3/Pick2 but do not create a petroleum pick3...
The part of the revenue or the entire revenue is used for research to come up with the best cooking oil that will not give you anything and research to come up with clean fuels to the environment...
In the pick2 people win, between, $100 to $150 worth of fuel....
