The program in the article above appears to not be fully funded by the feds on their end of the deal.
But they can pass a bill "The Healthy, Hunger-Free Kids Act of 2010 " that is to be funded to the tune of like 4.5 billion dollars. When the feds do not keep their funding up to the amount required who is going to pick up the slack to stay within the laws requirement.
