More specifically, TARP money went to a lot of different places (except American homeowners), some of which included foreign banks. TARP was a part of the much larger "Emergency Economic Stabilization Act of 2008" bailout.

TARP was signed into law by George W. Bush, October 3, 2008.

GWB made several wrong turns while POTUS. This was just one of them.
