You wonder sometimes if it matters or not.
But what do the politicians do when they want to protect their actions on laws passed. They cite the constitution especially the commerce clause lately. Other times they ignore it like what it takes to be eligible to be president. Or the impeachment process when it comes to engaging in war activities.

Seems to not matter to politicians if they intend to bring about something to the contrary.

To ordinary citizens yes it does matter.
