To provide for an employee election on Form W-4 to have amounts deducted and withheld from wages to be used to reduce the public debt.(Because the people you want to fleece aren't clever enough to send a check to the address you already provide?)

An employee may elect for an employer to deduct and withhold upon the payment of wages by such employer amounts to be used to reduce the public debt. (Because anyone running a business knows there's NEVER enough paperwork to do.)

The Secretary shall include on such certificates a reasonably conspicuous statement that any amounts deducted and withheld from wages under subsection (a) are not deductible as charitable contributions for Federal income tax purposes.(As long as you're willing to bend over, we might as well .... Naughty)

Now, why get worked up? It's vol-un-ta-ry, after all.
Sure it is ... until they get it passed. Then, a few years down the road they'll press for some permanent regular "minimum", idiotic ... er ... "patriotic" amount. Not outright taking, though. Most likely in the form of requiring a certain amount or percent of your retirement funds to be put into long-term gov't bonds.

Public school was once "voluntary", too.
The "C" in FICA stands for "Contribution". See what happens if you decline to "contribute".

The word "contribution" in FICA should be a clue to the hoodwinked taxpayer. If withholding your pay for taxes was lawful then the word contribution would not have been used, would it?

Should, by some miracle, the national debt suddenly find itself cut in half, down to 7 trillion, our wonderful leaders would do nothing but run that debt right back up to 14 trillion within a week.

So why would any sane person send "extra" money to Washington?

@Rick: Yeah, the program was introduced 1935. "Contribution" was part of the marketing campaign. Wage withholding came later, in 1943, because the public will go for all sorts of things in wartime that otherwise won't fly. Sound familiar?

@GMG: They don't care about your sanity, they just want your dough. ;-)
