results
pick3 = 9-7-6 (miss 3/3 in position)
pick4 = 5-9-3-5 (miss 4/4 in position)

now it's time to refine. going to try some different ideas for allowing excel to negotiate frequency ties...

As I said, at least they are good boxed key numbers for the whole number.
By the way, why only do vertical 2 digits + 1, why not 1 digit + 1 vertical and by position also ?
I would try if I could, but I can't, I don't know how to use spreadsheets and can't program either.
