Georgia 9477 draw... a setup

This is possibly a setup for a triple in the Pick 4.

Consider:

477X

447X

444X

777X

999X

and of course 947X

Best guest for X based on Pick 3 NR digits =3 (with 6,8,1,9 as alternates). Consider these for 9 draws or until one falls.

4473-4476-4479

4344-4644-4944-4444

7377-7677-7977-7777

9399-9699-9999

finally, since 3 is the most likely X, you could also do all the triples in the pick 4 and just add a 3 as the X, ie 1311, 2322, 3333, 4344, 5355, 6366, 7377, 8388, 9399, 0300.

NJ picked up the first x=3 with the 3888 on 26 Dec.
Texas picked up the next X=3 with 3555 on 27 Dec.
So the question is are these sister states of GA? And how did I determine the X=3?
What I failed to consider in the above post was that the 9477 was a combo starting with the digit 9. 9 causes problems with making stuff mirror so 922x or 992x might be the real setup for that combo. oops.

NJ grabbed the 444X with the quads on 12/29. Further evidence that it might be a sister state to GA.
