Divine Guidance... I commented too early, turns out Quiet Money did post PART of his system.   And he promised the other part soon. I'm not a hater, but I have a prediction for you - his system will be vague and confusing, but through the sheer number of bets he proposes and the fact that it will occasionally garner a box hit or even rarer a straight hit... there will be those who believe he's found the Rosetta Stone. And they will go to him for special help with the system and he'll charge a small fee for his time.   And after a month or two the few people who buy his story will see they've got a few box hits but have spent way more than they've won... then they'll add in their tutor fees and really see their losses.

I hope he does have a system that works, but all he's got to do is post numbers for one state for a week or a month and prove it. If his system works as well as he says he should have no problem doing that. But I doubt he will.
