Anyone who seriously suggests shrinking gov't is deemed an "extremist", so it would seem the majority (of both parties) are on board with it.

These rules will have the force of law without being explicitly passed into law by the Congress.

More than enough.
Anyone in buisness would need a full time employee just to keep up with what involves their buisness.

They will bury themselves in their own complexity. Long ago they decided to control the population with their debased version of 'law'. Their 'law' is the stickiness that holds us in the web (matrix). But they've done TOO good a job. In the fractal nature of reality, this complexity must and will come to an end giving birth to multiple new systems. The faster the complexity increases (as in current exponential increases in regulations), the sooner we can expect branching off from the system. We are in a 'black hole' right now and moving ever more quickly towards the zero point of no return for the current system.
