I have seen all those jobs you mention increase in number as more civilian jobs are lost. Military hardware replacement and updates require a huge amount of jobs in the economy.
Most of the federal and state employees are there because of some new legislation that require a new dept or an increase in employment in a dept.
This health care law was to require the hiring of some 6.000 new irs agent in a new irs dept.
