These people aren't stupid enough to think this is a good idea, but they'll be long transferred or retired when it all blows up in the face of the citizenry 10 years from now.

We need Russians to conduct a practice drill on siezing our most sensitive sites why?
How about so he can declare a national emergency and suspend the Constitution and all elections with the help of Russia in case the polls for his re-election start looking bad?
